Wilkinson APEX Engineering Group, LLC was formed through the merger of the site civil engineering groups of Wilkinson & Associates, Inc. and APEX Design + Engineering Group, LLC, and the acquisition of Stackhouse Bensinger, Inc.
Our team brings decades of extensive experience and is committed to providing exceptional results for our clients. Our growth has broadened our reach and our commitment to excellence has been continuously affirmed by our loyal clients. We are a privately owned company in the Mid-Atlantic Region, which offers civil site engineering, survey, and land planning services for a wide variety of projects.

Michael J. Bowker, P.E.
Principal Engineer
Michael’s foundation of APEX Design Engineering Group was rooted in his extensive technical experience, trusted reputation, and commitment to servicing clients. The merger of APEX with Wilkinson and Associates, Inc. has allowed this mission to grow and provide more services to our clients. With Michael’s leadership, Wilkinson APEX will continue to continue to provide clients solutions-based services to address their needs. Michael is responsible for fostering client relationships, project management, development of staff, engineering services and business development.
Over his career he has been directly responsible for the planning, engineering, and managing of a diverse range of projects. Projects have included single-family subdivisions, multi-family developments, commercial office buildings, mixed-use developments, environmental conservation projects and permitting, institutional projects, and various athletic facilities. Michael
is known for being responsive, efficient, thorough, and able to demonstrate a high level of professionalism in dealing with challenging projects and protracted public hearings.
Michael generously devotes his time to the community, having served on municipal committees, local youth sports board of directors, coaching youth sports, and the Boy Scouts of America.

Joshua A. Castillo, P.E.
Principal Engineer
Josh Castillo has over 20 years of experience in the civil engineering and construction management services industries throughout Pennsylvania and surrounding states. While focusing primarily on Land Development his skillsets bridge gaps between the planning, design, permitting and construction processes through knowledge of the industry and continued education in times of changing environments.
Over his career he has been directly responsible for the planning, engineering, and managing of a diverse range of projects from residential, commercial, industrial, and institutional LD projects to environmentally focused waterway restoration, dredging and land recycling processes in PA and New Jersey.
Josh is known for providing high-level professional services through being pro-active, responsive, efficient, and thorough in dealing with challenging projects and circumstances. He is versed in presenting at public hearings and proposal events and has provided lectures in civil engineering on a master’s collegiate level.
Josh has served on local environmental and other community committees. He enjoys mentoring in the civil engineering and construction industry, coaching youth sports and playing soccer.

Joseph C. Mongeluzi, Jr., P.E.
Principal Engineer
Joe Mongeluzi has over 33 years of civil engineering design and project management experience. He has a distinguished career of diverse work experience advising both large and small, private, and corporate firms in the residential, commercial, institutional, and industrial markets.
During his career, Joe completed several complex projects including feasibility studies, engineering designs (concept to final approval), stormwater management, soil erosion and sediment control, Front-End Loading (FEL) and stage gate reviews, engineering, procurement, and construction (EPC), permitting, bidding, construction management, and project closeouts. This level of experience has enabled Joe to fully understand and relate to the client’s needs. His insight and attention to detail make him an ideal liaison between the client, the municipality and reviewing agencies, and any additional outside contractors that are working on the project.
Joe gained municipal experience during his time as assistant town engineer and town engineer for the Town of New Milford, CT. During this time, Joe was responsible for developing and managing a five-person engineering office tasked with providing technical reviews for land use boards, engineering design, permitting, and construction management for road reconstruction, stormwater infrastructure, town buildings, and parks and recreation projects. Joe also volunteered serving as Sewer Commissioner and later as Vice Chairman during a period of municipal sewer and wastewater treatment plant expansion.

I have been an environmental consultant for almost 25 years and have worked with dozens of civil engineers. Michael is the finest civil engineer I have ever worked with.
